I managed recently to put black plates on my non-LBC this way:

Bought a parts car of same year (different VIN), stripped it & junked it.
The salvage yard didn't ask for the title, so I saved the old CA title and
the 2 black plates printed on the old pink slip.  Since the VIN on the title
didn't match my vehicle, I went to the CHP for a 'verification of vehicle'.
I told them I just bought the car and here is the title and plates.  When
they found my vehicle mysteriously had no VIN plate, they ASSIGNED me a new
VIN matching the old title (after confirming the VIN on the old title was
clear).
Are you keeping up?  *phew*
Now I did have to pay tax on the title transfer, since it was seen as a new
purchase, but now I'll get a new title in my name and the much coveted black
plates.  This all would be a lot of work to go to, except that I found
myself with the title and plates anyway, so I thought I'd give it a try.
Rememeber to turn on the charm and play dumb if the DMV asks any questions.

....putting a black plate back on a car that has had them swapped out is
difficult
to do and having it done to a car that is brought in from out of state is
impossible.  Tried to get this past the DMV two different times with no
avail...
