Ya know, I'm not sure you can even be cited (and not beat it) for driving 
your vintage car without seat belts if you are stupid enough (or slow enough) 
to do it--at least in California.  Unless of course you are a child, in which 
case you have to be properly restrained in the back seat.  Like turn 
indicators, they won't cite you for not having them if the car didn't come 
with them.
