The way I see it is that Michelin did not do their job! Everyone knew what 
they had to run on long before the race weekend and Michelin fell down on 
the job. To hide the fact that they screwed up, they are trying to blame 
Ferrari, the FIA and any other folks that they can find. The teams that did 
not race should be fined and have some kind of points penalty for parking 
their cars. They could have run the race & changed tires if there had been 
a problem and taken the penalty. It would have been unfair to change the 
track or the tire rule after the race weekend had begun.
