When years ago I was going through the Orange County Police Academy, one 
of the most important things the CHP instructor warned us about was that 
you simply cannot issue a citation to someone who smashed into the rear 
end of a car that has stopped suddened.  Since the vehicle is stopped, 
it is not travelling, therefore another driving cannot be following a 
stopped object.  "If the driver smashed into a tree, a wall, or a parked 
car, would you be able to cite him for following too closely?"

Well, I never did.  But I found other ways to embarass myself!  Like 
when I pulled over a junker and has run up 16 mechanical violations and 
radioed the sergeant, "What's the vehicle code section for no working 
horn?"  His dry reply that went over all of the Orange County police 
waves was, "Evans, there is NO such section.  You don't have to have a 
horn."  Gulp!
