Sorry, Charlie, no doughnuts for that theory.  You get the ticket for an 
unsafe lane change (that is the biggest section cited by the CHP on 
freeways).  Back in the 1970's, this was a favorite ploy of lawyers, 
doctors, and chiropracters who were fleecing the all of us through the 
insurance industry to a faretheewell by hiring crooks to do exactly that 
(wasn't there a "Law and Order" program on that scam?).  The industry 
formed ICPI, the Insurance Crime Prevention Institute (turned down a job 
with them to go back to college), and with the proscecutions and 
evidence, gave the legislature the guts to put an end to it all (and, in 
fact, form a state investigative unit for it).
