The only problem I can see is trying to get it registered/plated & insured

If you have a clear title, bring it to SOS '05. Title it in WI with no
problem. No emissions tests or inspections. We fix 'er up at SOS '05 and
send her out the door for the rally.
If we can't put two reasonably reliable cars together, maybe we can at least
make one that will make it past the NY state line. ;-)
