I watched and -listened to- the video again. You are right - it must be
turbocharged. I hear the straight cut gear whine, but there is something
else there. Oh boy, how much would I like to drive that car!
As for the 130 hp, I have seen several Spridgets on the so Cal race circuits
with over 130 hp claimed from normally aspirated 1380 motors.

The bugeye in the video is almost certainly turbocharged. Listen to the
exhaust note. Probably Metro turbo stuff considering its in England. It
sounds a lot like mine! Even frame by frame I couldn't get a good view of
the induction side of the motor, but with "130 HP", its no 1380 sucker
motor.
