The problem could be your booster.  I agree with Doug Pruitt about the
method used to determine if it is the booster.  Without vacuum, the booster
will not operate, even though fluid still goes through it.  

I had a similar problem on my Tiger and I tried the booster block off idea
but it had no affect.  My problem turned out to be corrosion inside the
brake master cylinder not allowing the piston to return after the brakes
were applied.  It wasn't stuck so hard that it would keep the car from
rolling but it sure did make the brakes and wheels hot.  A clue that this
could be the problem would be excessive free travel of the brake pedal at
the top of the throw.  If you have much up there, I would suspect a
corroded cylinder.  I would, however, check the booster first as it is a
simple procedure.  Who knows, the simplest problem may be it!
