That's a given, since it has no engine or tranny.

I don't believe so.  You can sell it without inspection but
you can't get plates.

Rules are more restrictive here.  Some types of salvage 
titles cannot be transferred until the car is roadworthy and 
inspected, others can be transferred.  Inspection is for
safety and stolen parts.  The state can tear the car apart
if they so choose when looking for stolen parts.
