Hey Dave,
Can you give us some insight into why the "ground" on the fuse block
matters? Other than keeping the fuse block from hitting the clutch master
cylinder during vigorous driving?
If you want to do a divide-and-conquer on the electrical problem, turn on
the headlights and then try to crank the engine. If the lights go out when
you try to crank, then the problem is in the common part of the wiring, i.e.
the battery-to-chassis and battery-to-fusebox segments. If the lights stay
bright, then it's related to the starter switch or solenoid-to-starter part
of the circuit.

Another hidden problem may be the fuses themselves
or poor connections at the fuse block. Clean the fuses
and check for a bad fuse ( zero Ohms is good means the
fuse wire is not broken). Clean the fuse block connections.
Also unique to our cars the screw mounting the block
to the body. It must have a good ground.
