If the cable is bad, the voltage may measure OK, but it may have enough
resistance under load to prevent enough current through for starting. Try
connecting a jumper cable from the negative terminal to a good ground
(engine block, etc) and see if that fixes it. If that doesn't work, try the
same thing from the positive terminal to the where the pos cable connects
(starter solenoid?). If neither works I would suspect the battery is shot. I
think someone else suggested a bad cell could cause this type of problem

Stuart---Car electrics aren't my favorite subject, but I think your idea
of a bad negative ground cable is correct. It would explain the
headights working, and why the engine started when 'jumping' from
another vehicle, using its ground. You could measure the voltage going
from the positive terminal to where the negative strap connects to the
car body. The original braided cables do break down.
