Loctite should be okay. The racers actually wire the pan bolts so they
won't work out over time. My expereience with bulk lock washers is that
they are almost not worth using. That's not to say that I don't use them,
I just have low expectations on how they will perform over time.

FWIW, the pan bolts are subject to a lot of vibration and they do loosen
up over time. Go for grade 5 lockwashers if you can find graded
lockwashers (hint skip the hardware store - go to a fastener specialist).

But if you are pushing oil and the bolts are not loose, then you need to
look into two things: 1. that the gasket is not installed properly and 2.
there is something causing positive pressure in the sump and that is
"pushing" oil out. If the case is that you are pushing oil due to
crankcase pressure, you need to figure out why. You can only fix the
problem (blowby, valve guides, related stuff) or vent the block more (or
adequately), so make sure your PCV hoses are not blocked and think about
doing a leakdown test.
