Alan,
Many new members are also shocked to see how long it takes to change a rule
in the SCCA - even when everybody agrees to the new rule proposed. One of my
approaches in F Mod (F500) has been to propose ELIMINATING rules, especially
those that are deemed silly (non-performance affecting). Maybe you can do
the same for the class that you compete in and help reduce the size and
complexity of the rules that you say shocks so many new members.
