Hi Tom,
another method which I find works well, it to buy a cheap set of hole
punches.
The ones I got range from about 4mm to 14mm.
They are not a hi quality item but if I only use them on gasket paper
or rubber sheet etc. they will be fine.
You can either just tap the appropriate size punch on the gasket paper
with a wood backing to make a nice clean hole, or alternatively, use a
small ball pein hammer(rounded end) to cut the gasket when held
against the sharp edge of the metal bits it is being made for.
I can usually reproduce any gasket this way, bar head, and exhaust.

Keith already mentioned the vent tube maybe off.

I have also come across loose sending units. Fill the tank, and out
pours the fuel AROUND the tank... just depends on the angle. Admitted
you can make a new gasket for the fuel sending unit to solve that!

Need a trick to punch out nice holes in a bulk paper gasket? Got a
metal
"drill size plate" (you can find these at home depot, last time I
looked).  Take a nice high speed drill and grind the BACK end
(normally
goes into the drill) flat with your grinder. Now with the drill
flipped
around, and using the drill size plate clamped to your drill press...
instant punch for light duty!
