There is no direct path between the shim and the valve head.  What you are
probably seeing is something else stuck in the valve.  You could have sucked
in a nut or small flying bird and got it stuck in the valve.  When the
piston returned to TDC it smacked the valve.  This caused the rocker to come
loose and then the shim fell out.  I bet that the shim is in an oil passage
or in the oil pan.  You may have some damage to your piston, valve, valve
seat, rocker, and cam.  I suggest a complete inspection and teardown.
