Alan,
All the unregistered cars park in my neighborhood; right in front of my
house. Seriously, my neighbor and his friends that can not get or keep jobs
buy unregistered cars and drive them until they crash or have them towed
away. They don't pay smog check fees or any other fees that I know of. I
wonder if they even pay for drivers licenses.
