 That nipple is the fuel drain for the manifold.  It is standard equipment
on all SU carbed British Cars from  the 50's and 60's.

 You are missing the copper pipette that screws to the  bottom of it so that
when it drips fuel, it drips it  on the ground rather than on your
manifold."

Fast Forward to 2004, "check engine" or "service engine soon" light comes on
when you don't tighten the gas cap down sufficiently (vapors could escape
you know).  Quite a contrast!
