This brings back memories of the same type situation in our company. I had a
company vehicle, but my level was not authorized an air conditioner, as that
was a perk for "upper management". The result was that our vehicles had to
be ordered from Canada ( we are in North Carolina) in order to find them
with no air conditioner, consequently at more cost than the local on lot
vehicles with air. We finally got a plant manager with some sense and when
we pointed out the cost savings, we got air. I think the "upper management "
were then placated with tape decks or something.  :>)
