Ok,

  I'll bite - why can't the retractor be mounted on the floor with the
other end of the belt attached to the mount on the inner wheel well to
avoid this problem? For me the inconvenience of having to unbolt /
re-bolt would outweigh the convenience factor of the retractable in a
configuration like this. 

  Does anyone sell retractable belts which can be floor mounted, or have
other people "done it themselves"?

The retractor is in the way of folding the seat down. But all you need
to do is unbolt the retractor and fold the seat down, then re attache
the retractor.
