Ira,

The insulation pieces are heavy "felt paper" or tar paper pieces that glue 
to the inside surface of the upper bulkhead where all the wiring, hoses and 
grommets come through. It is above and forward of the heater assembly. This 
really needs to be installed first before a car commences to be assembled.
