Scott,
I doubt that there's any problem enforcing the law.  Every time I have
fueled up in Oregon, a gargantuan pump jockey immediately showed up and
asked what type fuel I wanted and how much.  I never have gotten the
opportunity to pull the nozzle off the pump.
