Question about Weber DGV

Hi everyone.  I was out in the garage readusting my valves (thanks Graham S.
for the off-list "rule of 9" tutorial!) and fooling around with the
adjustments on my Weber downdraft and I noticed something that seemed odd to
me.  The carb (installed by the PO) has two barrels right?  I noticed that
only the outside barrel seems to function, unless I open up the throttle all
the way, at which point the second barrel, closer in to the middle of the
engine compartment, opens up and delivers more power.

Is this how the carb is supposed to behave?  This is sure an interesting
learning process!  I should note that the inner throat is cleaner and looks
practically brand new in comparison to the outer throat -- probably because
the PO never adjusted the linkage properly and he was never able to get the
throttle open fully like I can now.
