VIN plate restoration/replacement

The VIN on my '68 Spitfire Mk3 was sprayed over by the PO (looks like
spray can paint).  I'm thinking about using paint thinner to try to get
it off without taking off the black wording underneath - anybody have a
better recommendation?

And, Part Two, if that takes off all the paint, what's the story with
the replacement VIN plates from VB, etc?  Do they punch the number on
when you buy them, or do you use a set of shop hand stamps and a large
hammer or . . . ?
