Just a tip.......
Although I haven't done this on the VIN plate but I have done it on other 
things, go to a home repair center and buy some methyl ethyl ketone.  Using 
with care, pour a little on a rag and wipe the surface lightly.  This will 
remove the paint and leave the printing.  When I used to work for the City of 
L.A., this is how we removed the silk screened printing off of various items 
that came into the shop.  Also works great at removing graffiti.
