Another tip from the past... sometimes a light corrosion is the culprit.  
I've had success pouring a little mineral spirits or "Liquid Wrench" into the 
horn, turning it over and over to get the fluid into the furthest portion of 
the horn.  Let it soak a few minutes with a few soft taps to set up a 
vibration, pour it out, blow it out with some air and try the battery check 
(after it's quite dry!!).

Worked on my 1976 original horns.
