Ken,
I believe your problem may be in the fact that your goods were declared as
"bearings" and not "car parts".  I seem to recall that the domestic
producers were successful in their "section 201" petition -- claiming
industry damage (unemployment/underemployment) due to "foreign" bearings
being sold to the US market below the respective country's home-market price
"dumping".  I think the UK was involved.  The result of this being that an
additional duty is assessed and subsequently collected by the US Customs
Department.
