Cam Locking Plate on Spitfire

In the middle of putting my engine back together ('72 Spit 1296) and I
have questions concerning the cam locking plate.  I put the front
mounting plate on the block with gasket/sealer yesterday.  I then lubed
up the new cam and slid it into the block and bolted the cam locking
plate to the block.  I tried to check the tolerance on the end float (4
to 8 mils allowable) and could not get the 0.004" feeler gage between
the plate and the camshaft shoulder.  The cam was also hard to turn.

I pulled the cam locking plate off and checked the clearance with the
plate in the cam groove (not bolted to block)--it was about 0.006".
Checked against old cam--approximately the same.  I tried again and
this time I checked the clearance as I tightened the bolts on the
locking plate.  With the bolts somewhat tight (split washers flat),
there was 0.004" clearance.  When I tightened the bolts to what I
consider adequate torque, I couldn't squeeze the feeler gauge in the
gap.  I can get the gauge between the plate and cam on the open side of
the plate near the bolts when I prise the cam forward with a
screwdriver.  On the closed side of the plate, I can't get a feeler
gage in at all.

Am I doing something wrong here?  Should I barely torque these bolts? 
Any suggestions are appreciated.   

I didn't have much time last night to investigate further but I thought
maybe the list readers might have ideas to try when I get back to the
job.

Note that I did install all the timing cover bolts that hold the
mounting plate to the block (without the timing cover of course) so
that the gasket sealant would set correctly--could I be warping the
front mounting plate causing difficulty with the cam locking plate?
