Please consider decking (milling) the top of a TR2/4 block as a last resort.
 The cylinder liners will stick up too far, and making thin figure "8"
gaskets is as difficult as having the liners shortened properly to match.
 This also creates a big problem for 
field repairs or for later, unsuspecting people.  The block top surface will
seal OK even when it looks terrible.  Check the head stud holes for cracks
along the top of the block.  Most block "boiling" destroys the cam bearings.
 The head should be magnafluxed before you spend money on it.
