You mill a head - you deck a block.

Depends if you want to raise the compression or not.

Depends on how well you want it to work...  You can easily clean
up the flow a bit yourself, but if you want an optimal job, you
need a flow bench, and a bit of experience, etc.

I use it when I rebuild engines.
