The first thing I would do is check the motion of the slides with your
finger to see that they move up without binding then let go and see that
both fall back to the "bridge" with a clunk.  With the car running, watch
the slides as you open the throttle and see if both rise equally and
evenly.  If they don't, you may have a bad diaphragm.  I don't have a
slide in front of me, but I think it's possible to put the slide in
backwards so vacuum can't get to the carb's vacuum chamber.

  When you say you did a complete rebuild, did that include checking for
slop in the throttle shafts, new seals on the throttle shaft?  Bypass
valve diaphragm okay?  These tend to burn up over time.   When you say
it won't create a vacuum, does that mean you are using a Unisyn and it
won't register?  What happens when you do the mixture test, that is,
lifting the throttle slide slightly with a screwdriver for a moment.  If
the carb is working properly and the needle is properly adjusted, the
idle speed should change very little.  A lean mixture will cause the
idle speed to drop; conversely a rich mix will cause the idle to
increase due to the extra air available when you lift the slide.
