carburetor problem

Hi!
I just finished a complete rebuild of my 71 TR-6 Zenith-Stromberg carburetors
and now I'm trying to get the carbs synchronize without any success.  I have
tried everything the manual and my friends has told me with no luck.  Has
anybody done the same type rebuild and had had problem synchroninzing the
carbs.  My biggest problem is to get the back carburretor to create a vacumm.
 Any help will be appreciated.
