I just went through this back in June. In my case, the saving grace
(Hi Len!) was the copy of the title proving that the vehicle had
been in the US before. However, it may depend somewhat on the
customs agent you get. In talking to four different agents,
I got four variations of the same story. Here are some notes
from my experience.

1. If the vehicle is older than 21 years, then it is exempt from
   EPA regs.
2. If the vehicle is older than 25 years, then it is exempt from 
   DOT regs (maybe you can wait a year!).
3. If the vehicle was previously registered in the US then it's
   OK.
4. Get a letter from the manufacturer stating that the vehicle
   was built to the US specs. 
5. One agent would OK the vehicle if it had a plate stating that
   the vehicle met US specs. The commission number plate on
   the TR6 may just say that.
6. There are companies that will do the paperwork for importing
   a vehicle for a fee. The one place in Seattle I checked 
   charged $500!
