The California CVC (California Vehicle Code) 10750 a and b gives the
"restorer" the ability to "restore" (and presumably remove in the process)
the Vehicle Identification Plate.  It does state that the individual must
recieve authorization from the department to do so, but it does not define
how such authorization should be aquired.

With that in mind, remember that the early Triumphs used normal pop rivets
to retain the Comm Plate and with a complete restoration there would be no
way to prove if the Comm Plate had been removed.  How much emotional
baggage do you carry becomes the question.  I would be shocked to see anyone
condone such admonishable activity:)
