It's almost certainly the relay for the headlamp motors, which is behind the
fuse box. You needn't replace it urgently; if they stop working, you can
just disconnect the leads to the headlamp motors (on either side of the
front of the engine bay) and raise/lower the headlamps with the knobs on the
bottom of the motors.

Funny thing is - I thought there was one relay for each headlamp, which
would make it extremely unlikely that both would misbehave. Perhaps one
failed previously, and the DPO is running both motors off one relay? (This
could cause them to overload and act funny!)
