Joe,

Although I'm more familiar with SU carbs, the choking arrangement for the 
Zeniths may be similar.....It sounds to me like your choke linkage isn't set 
correctly to increase engine speed with the choke engaged.  On the SUs, there 
are metal cams or followers at each carb that turn against an adjustment 
screw which raises engine speed (fast idle screws) in relation to how far the 
choke is pulled out.  Engine speed needs to be increased with the choke 
engaged because the mixture is too rich to support combustion at idle speed.  
The engine probably chugs to a stop but will restart only to quit again.

Have you tried using some accelerator pressure to raise the idle to around 
1500 rpm while the choke is engaged?  If this works, check your carb choke 
linkage with engine off - if you have a "fast idle" cam or follower or your 
Zeniths, see if it's operating per spec.  It helps also to depress the 
accelerator when starting from cold while setting the choke - pulls the 
throttle linkage away from the choke linkage so you get an easier pull from 
the choke cable!
