Mike,
My fan assembly is in bits, like yours. The answer I got from the list when I 
asked the question a few years ago was that balancer assembly was a lost art 
and that I should leave it off.
I'm not in a position where I need to resolve this just yet, but I will 
shortly. I have the holes drilled in the counterweights at least.
Let me know if you get a better answer than I got.
