Stromberg bushings are "rubber" and the rebuild kit will have replacements. 
They are *not* o-rings; one side is hollowed-out and I believe the hollow
should be towards the outside.
Try spraying the usual air leak points with Gumout.  If you can't pinpoint the
leak that way, then it's a big leak and that would probably be the
carb-to-intake gasket (I bet that's it-- you haven't got the carbs bolted on
tight enough or a gasket is bunged up), or the intake-to-head gasket.
