Could be.  A bad flex line as someone else suggested would not keep the
brake lights on, so it's not that.

Before tearing into the MC, check that the MC pushrod is a little loose
right after you release the brakes.  A binding pedal pivot is a
possibility (how many of us actually oil them occasionally, as we're
supposed to do ?).  If your adjustment is the problem, it will also be
clear that there is no free play in the pushrod.  Doesn't need to be
much, .010" will do, but there has to be some.
