Troubleshooting TR6 horn

When pressing the horn button on my TR6, all I get is a sort of bleating
sound as if an intermittent connection is being made.

The horns, relay, and horn button are OK. I tested this by grounding the
horn button connection to the relay with a jumper wire. Tested the horn
button with an ohm meter. I have cleaned off the contacts on the brush.

If I remove the horn button, connect my jumper wire between the steering
column and the brush, and press the brush in, I get the same response as
with the horn button. My diagnosis is either a problem with the slip ring or
bad ground on the steering column.

Is there a ground strap somewhere on the steering column? I don't see one.
What could go wrong with the slip ring? From the TRF book, it looks like
it's a metal disk with a wire fastened to it. Any other pointers on how to
proceed?
