Thanks for the advice on this everybody. It looks like the problem is in the
wire that goes across the rubber coupling on the steering column. If I
jumper the nut on the steering column just outside the firewall to the
battery negative terminal, horn works fine. Took a look at the ground on the
rack. The bolt was loose and the wire pulled away right out of the terminal.
Replaced the terminal and still had a problem.

Next step will be to have a look at the wire in the rubber coupling. Won't
do that today though. I just finished rebuilding the brake system and since
it's dry and relatively warm here in Michigan, I'm going to take a ride to
test things out.
