Engine work and passing CA smog

I have my '74 TR6 engine pieces down to a machine shop
(I am very impressed so far with this shop -- a lot of
high performance, exotic and antique engines there,
mature machinists at work, very professional, etc.,
called Engine Machine Services, 8416 Osage Ave, near
LAX).

My dilemma is (there always seems to be a dilemma), is
how much enhancement can be made and still pass the CA
emissions tests?

Things like porting and polishing, balancing, etc.,
should pose no problems. Increasing compression or
changing cam profiles clearly could cause problems for
passing the test.

Things like carbs probably will have to appear stock
just to pass the visual check.  I have a header I want
to use, and since there are not emissions fittings on
the stock iron manifold, I assume it could pass.

I was hoping to get some feedback from fellow
Californians as to what experiences they have had
related to passing smog. How much can one "get away
with" before you cannot pass smog and then cannot drive
the car (the last thing I want to do is to create a
fine running car that cannot be driven).
