This is common for _all_ cars in the US.  In 1973, HP ratings changed from 
gross ratings to net ratings.

72 and older ratings were flywheel HP with no accessories running on the 
engine( the waterpump could be driven by a external power source also) , dyno 
exhaust and air filter.

73 and newer ratings were measured at the output of the transmission with all 
accessories running, stock exhaust and air filter.

The 73 and later ratings give a much more accurate picture of what the engine 
is really producing.
