Hi Bob
In the UK it is usually the insurance that specifies no of passengers, My
brother has a Volvo S70 with 3 rear seat belts, his insurance would not
accept that it was a 5 seater, however our insurance has the Spitfire down
as a 4 seat, hows that work then!
I seem to recall that there is something in the legal jargon about
passengers being in properly constructed seats.
