I have had a few Speedo's do this sort of thing but never a tach... er... rev 
counter.  But in my case a trip to the speedo shop with the fine example of 
Smiths precision handiwork for some fresh bearings settled things out nicely.

Perhaps the rev counter and speedometer had the same fittings and you could 
swap cables one to the other and see if the symptoms are cable specific or 
gauge specific.
