From my experience with wacky rev counters or speedos on various cars,
I'd guess it's a binding cable. Swapping in a new rev counter should
rule out the tachometer itself -- or confuse the issue if it helps for a
day or two, before it goes crazy again. :) Our family's old cars tend to
get jumpy or noisy gauges when it's cold and humid, and they'll smooth
out at higher revs. One old Mercedes has a crazy speedo for the first
cold day of winter, until we get on the highway and warm it up. It's
then fine for days.
