TR6 Carb Question

I have a friend working on a '74 TR6 and he has a carb problem.  He was 
changing the "o" rings above the needles and when he pulled the air valve out 
he noticed it was wet with gas.  In fact, the whole inside of the carb was wet. 
 He hadn't run the enigine since sunday.  He seems to think that gas is seeping 
up around the jet, not through the center, but where the jet is pressed into 
the carb body.  I'm not familiar with later TR carbs, is this possible?  Is 
there an "o" ring or something to seal the outside of the jet?  Or is it just 
too hard to see where the gas is coming from and it's really through the hole?  
My quick answer to him would be to check the needle valve, float setting and 
look for a hole or crack in the float.  He says there is quite a bit of gas in 
both carbs.  He also could not lean out the carbs.  He says it's was running 
very rich.
 
Any comments, ideas, suggestions?
