IMO you're on the right track.  Normally the fuel level is too low to get up
that high except under the effect of the venturi vacuum.  But if the float valve
leaks for whatever reason, the fuel level will rise ... eventually high enough
to run out a port somewhere but first it will get all over the place inside.

If Grose Jets are installed, the very first thing I would do is put them in the
cornfield, and replace with standard jets.  If ever there was a solution without
a problem ... I've fixed several cars now with this approach.
