Get a new valve.  There is a diaphragm in there that seals the valve and this 
diaphragm has failed after 35 years of faithful service.  Most people I know 
have encountered this including myself.

Some have fitted a hardware store variety ball valve.  If you can work out 
the linkage you get a better valve at a lower price.
