Yep that is the way it works.  Many cars have regular grease in the tail 
light sockets for this purpose.  The biggest thing on a spark plug wire is it 
keeps electricity from leaking out and prevents the boots from sticking to the 
plugs.

There is a gold or silver powder mix used for electronic repairs but is $ and 
unlikely to help a regular electrical system.
