Are you saying the oil pressure when cold was only 40 PSI? If so I seriously
doubt it is an internal problem in the engine. When cold the engine should
easily achieve pressure release valve pressure even on a very loose engine.
Either the pressure relief valve is opening too low or there is a fault in the
pressure gauge sensing system.
I would:
1) Change the oil filter, it may be plugged.
2) Check the oil pressure relief valve for a broken spring, stuck piston or
misadjustment.
3) Connect a different gauge and verify that the reading is accurate (or
not).
4) Disconnect any external head oiling system you may or may not have
installed.
